Narita, Haneda airports should work as team

成田空港30年 羽田との共存に舵を切れ(5月22日付・読売社説)

Narita Airport, which has been the nation's gateway for air travelers, marked its 30th anniversary Tuesday.

 日本の空の玄関を担ってきた成田国際空港が開港30周年を迎えた。

Since it began operating, the number of flights arriving at and departing from the airport has increased threefold and the number of passengers passing through the airport has quadrupled. Narita has grown into a gigantic airport that is the sixth-largest in the world, and the second-largest in Asia after Hong Kong International Airport.

 供用開始当初に比べ、航空機の発着回数は3倍、旅客数は4倍に増え、世界第6位、アジアでは香港に次ぐ巨大空港に成長した。

Narita cannot afford to rest on its laurels. Expansion projects are planned or under way at international airports in China, South Korea and Singapore, among other countries, as they seek to dethrone Narita as the aviation hub for Asia.

 だが、最近は中国本土や韓国、シンガポールなどで国際空港の拡張が進み、アジアの空の拠点としての地位を成田から奪い取ろうと狙っている。

Narita has traditionally been the port of call for international flights while Haneda Airport has handled domestic services. This division of duties has outlived its usefulness: Narita should join hands with Haneda, which also is in the metropolitan area, so it can hold its own against the huge airports in other nations.

 「成田は国際、羽田は国内」という過去の仕切りにとらわれず、もう一つの首都圏空港である羽田との連携に舵(かじ)を切り、海外の巨大空港との競争に臨むべきだ。

Narita Airport's history has been riddled with difficulties. Since the decision to construct an airport in Narita, Chiba Prefecture, was made in 1966, local landowners and others have sporadically protested against the airport's development.

 成田空港は、1966年の建設決定時から反対闘争にさらされる多難な歴史を歩んできた。

Plots of land totaling 3.4 hectares have yet to be bought up by the airport operator for further expansion and construction work because the owners have refused to sell. This has delayed construction work considerably.

今なお3・4ヘクタールの未買収地が残り、整備は予定より大幅に遅れている。

Noise problems caused by aircraft also have stiffened opposition to moves to greatly expand the airport.

騒音問題も抱えており、一気に拡張するのは難しい。

Thinking big

The number of flights arriving and departing the airport last year reached 194,000, almost full capacity. One of the airport's two runways is expected to be extended by 2010 to accommodate jumbo jets. But even this extended runway would only enable another 20,000 flight services per year.

 昨年の航空機の発着は、ほぼ能力いっぱいの19・4万回に達している。2010年には平行滑走路が延び、ジャンボ機が発着可能になるが、それでも発着回数は2万回しか増えない。

Airports in China and Singapore (Thailand ?) already boast larger capacities than Narita. Given this, Narita might find itself reduced to merely being one of Asia's local airports.

 中国やタイの国際空港は、すでにそれを上回る能力を持つ。このままでは、成田はアジアのローカル空港に落ちぶれかねない。

Meanwhile, Haneda Airport's fourth runway is due to be completed in 2010. This would allow the airport to have 450,000 arrival and departure slots annually.

 一方、羽田では10年に4本目の滑走路が完成し、年45万回の発着が可能になる。

The Construction and Transport Ministry has proposed that the number of international flights at Haneda Airport be increased sixfold from the current level to (of ?) 80 per day and that Narita and Haneda airports be operated in an integrated manner.

国土交通省は、羽田の国際便を今の6倍の1日80便に増やし、成田と一体運用する構想を打ち出した。

The ministry also intends to allow flights bound for and from the United States and Europe to use Haneda late at night and during the early morning.

深夜早朝には欧米便の発着も認める方針だ。

The ministry's proposals are quite reasonable. The ministry should review flight services in a flexible manner by giving consideration to such measures as diverting some domestic flights to Narita Airport.

 双方の能力を考えた妥当な判断だろう。国内線の一部を成田に振り向けることも含め、柔軟に発着便を見直していくべきだ。

Staying ahead of the pack

Some Narita business leaders, however, are concerned that the airport might lose its status as the nation's aviation gateway.

 成田の地元には、空の玄関を奪われるという警戒感もある。

Chartered flights connecting Haneda and South Korean and Chinese airports already operate regularly.

 だが、すでに羽田には韓国、中国への定期チャーター便が就航している。

If international flights at Haneda are limited to short-haul services for and from (to and from ?) Asian nations and late night and early morning services bound for and from the United States and Europe, Haneda would not be stealing passengers and cargo from Narita.

短距離のアジア便と深夜早朝の欧米便に限れば、成田の旅客や貨物を大きく奪うことにはなるまい。

The two airports could quite conceivably coexist and prosper.

共存共栄は可能だ。

Integrated operations will require access between the airports to be improved and flight control systems to be reviewed.

 一体運用には、両空港間の交通アクセスの整備や、管制の見直しも課題になろう。

Narita International Airport Corp., which operates Narita Airport, has estimated that flight services could be increased to 300,000 per year if taxiways and other facilities are improved.

 空港を運営する成田空港会社は誘導路などを改善すれば、発着を年30万回まで増やせる、と試算している。

Steady efforts must be made to beef up Narita's capacity.

成田の能力増強に向け、地道な努力も必要だ。

The corporation must be fully privatized before improvement work can proceed efficiently. However, the government in March shelved a plan to introduce restrictions on investment by foreign companies in airport management, and a plan to list the corporation on the stock market has been left hanging.

 効率的な整備を進めるには、空港会社の完全民営化を急ぐ必要があるが、空港に対する外資規制が見送られ、株式公開は宙に浮いている。

The listing of the corporation should be quickly encouraged while some measures should be introduced to control foreign investment in the airport business.

外資に何らかの歯止めを設け、早期上場を促すべきだ。
