Urge Pyongyang to act on nukes, abductees
日米首脳会談 北に核・拉致の「行動」を促せ(7月7日付・読売社説)

It is now vital for Japan and the United States to cooperate more closely than ever before to make substantial progress on addressing North Korea's nuclear development program and abduction of Japanese in the 1970s and '80s.
今こそ、日米両国が従来以上に密接に連携し、北朝鮮の核と拉致の問題を実質的に前進させることが重要である。
During their summit meeting Sunday, Prime Minister Yasuo Fukuda and U.S. President George W. Bush agreed that it was essential to appropriately verify North Korea's declaration last month of its nuclear program. Bush also reiterated that the United States would not "abandon" Japan on the abduction issue.
福田首相とブッシュ米大統領が会談し、北朝鮮の核申告について検証作業が重要だとの認識で一致した。大統領は、拉致問題について「日本を見捨てることはない」と改めて強調した。
The Japanese Association of the Families of Victims Kidnapped by North Korea and others involved are staunchly opposed to the United States starting the procedure for removing the reclusive state from its list of state sponsors of terrorism. Many observers have pointed out that Washington and Tokyo have failed to coordinate their policies on Pyongyang.
米国による北朝鮮のテロ支援国指定解除の手続き開始に対し、拉致被害者の家族会などは反発している。日米の足並みの乱れを指摘する声も少なくない。

We should never forget that North Korea would welcome discord between Japan and the United States. It is, therefore, significant that the Japanese and U.S. leaders reaffirmed the two nations' cooperation on North Korean issues at this crucial moment.
しかし、日米の“離反”を最も歓迎するのは北朝鮮であることを忘れてはなるまい。この時期に、日米両首脳が北朝鮮問題での連携を再確認した意味は大きい。

For now, priority should be placed on pushing ahead with efforts to verify Pyongyang's declaration of its nuclear program--with North Korea's cooperation--before its removal from the blacklist takes effect Aug. 11.
当面、優先すべきは、指定解除が発効する8月11日までに、核申告の検証について北朝鮮の協力を得て作業を進めることだ。

Proper verification essential

To ensure their work is effective, the verification team must inspect nuclear facilities and interview engineers involved. It is also necessary to have the International Atomic Energy Agency participate in the verification work--a measure opposed by Pyongyang.
実効性のある検証には、核施設の調査や技術者の聴取が欠かせない。北朝鮮が難色を示す国際原子力機関(IAEA)の参加も実現する必要があろう。
Bush regards the period running up to the delisting of North Korea as the crucial time to determine whether the country is willing to sincerely cooperate with the verification work.
ブッシュ大統領は、解除発効までの期間を「北朝鮮が真剣に協力する意思があるかどうかを示す重要な期間」と位置づけている。
North Korea should not be allowed to stall for time.
北朝鮮に時間稼ぎを許してはならない。
At the six-party talks on North Korea's nuclear development program expected to resume this week, Japan and the United States must press North Korea to take swift action on the verification issue together with China, South Korea and Russia.
週内にも再開される6か国協議で、日米両国は、中国、韓国などと協調し、北朝鮮に迅速な「行動」を迫ることが大切だ。
It is important to note that North Korea has not taken any specific actions since it promised a reinvestigation into Japanese abductees and cooperation in handing over the perpetrators of the 1970 hijacking of the Japan Airlines jet "Yodo" during working-level negotiations held in mid-June between Japan and North Korea.
拉致問題で、北朝鮮は6月中旬の日朝協議で、拉致被害者の再調査や、よど号犯引き渡しへの協力を約束した後、何の具体的な「行動」も取っていない。

It was North Korea that proposed the principle of "action for action" in the six-party talks. Its promises should not be allowed to end up being empty gestures just to win its removal from the U.S. blacklist.
そもそも6か国協議で「行動対行動」の原則を提起したのは、北朝鮮である。約束を、テロ支援国指定解除のための単なるポーズに終わらせてはならない。

In their meeting Sunday, Fukuda asked Bush to cooperate in adopting a long-term target of halving greenhouse gas emissions by 2050. Bush responded that he would act constructively on the issue, showing a positive stance toward Japan's proposal.
地球温暖化問題で福田首相は、温室効果ガスを「2050年までに半減させる」という長期目標の設定への協力を要請した。大統領は「私も建設的に動きたい」と語り、前向きな姿勢を示した。
As the United States insists, it is vital to have China, India and other emerging industrial economies committed to such a long-term goal if the world wants to achieve the global emissions reduction objective. The Group of Eight nations that have achieved economic growth, meanwhile, must shoulder greater responsibility than emerging economies and developing nations.
米国が主張するように、長期目標の達成には中国、インドなど新興国の参加が不可欠だ。一方で、経済成長を遂げてきた主要8か国(G8)は、新興・途上国より大きな責任を担わざるを得ない。
Japan is in a better position than European nations with more radical stances on this issue to persuade the United States to agree to a long-term emissions reduction target as Tokyo's stance is closer to that of Washington.
日本はこの問題で、急進的な欧州各国よりも米国に近く、説得しやすい立場にある。

If he wants to produce tangible results at the G-8 summit at Toyakocho, Hokkaido, Fukuda needs to try to coordinate views with China, India and other emerging economies over the issue, in addition to the difficult task of persuading the United States to agree to the long-term target.
洞爺湖サミットで成果を上げるには、福田首相は、G8議長として、米国の説得に加え、中印両国など新興国の意見調整に努めることが必要だ。
