Progress on N. Korean issues still wanting

6か国外相会合 核も拉致も進展しなかった(7月25日付・読売社説)

Foreign ministers of the six countries involved in talks aimed at denuclearizing North Korea met for the first time in Singapore on Wednesday.

初めて6か国外相が一堂に会した。

Though their discussions should have focused on verification of the list of nuclear programs North Korea submitted last month, the ministers from Japan, China, North and South Korea, Russia and the United States failed to make any specific progress on this issue.

しかし、焦点だった北朝鮮の核申告の検証問題で実質的な進展は得られなかった。

They confirmed the need to begin verifying North Korea's declaration of its nuclear activities, but could not agree on a specific timeline for starting it. This makes it uncertain that the process to verify North Korea's report will begin anytime in the near future.

シンガポールで開かれた6か国協議の非公式外相会合は、核申告の検証実施の必要性を確認しただけで、具体的な検証日程も決められなかった。このままでは、検証作業の早期実施はおぼつかない。

At the six-party talks held in Beijing two weeks ago, the United States had already distributed to the parties concerned a draft on specific procedures to check Pyongyang's nuclear programs. North Korea, however, did not offer any response to it at the meeting in Singapore.

米国は先々週、北京での6か国協議で、北朝鮮の核申告内容を検証する手続き細目を記した草案を配布ずみだ。だが、外相会合で、北朝鮮は回答を示さなかった。

U.S. President George W. Bush's administration made a hasty compromise with North Korea by putting off a confirmation of ways to verify North Korea's report. The six-party denuclearization process currently is suffering from the adverse effects of this.

ブッシュ米政権が検証方法の確定を先送りしてまで北朝鮮との妥協を急いだツケが、いま重くのしかかっている。

Absolute verification needed

(完全な査察が急務)

North Korea's declaration of its nuclear activities was incomplete, as it did not reference its development of nuclear weapons or uranium enrichment activities. Yet in return for submitting the report, Washington promised to remove Pyongyang from a U.S. blacklist of state sponsors of terrorism. Before this removal takes effect around Aug. 11, the United States reportedly hopes to start confirming information in the report.

北朝鮮の核申告は、肝心の核兵器やウラン濃縮計画に言及しない不完全なものだ。だが、米国は、その見返りに、テロ支援国指定解除というカードを切った。8月11日ごろ発効する、とされ、それまでに検証開始を目指すという。

Compromise with North Korea, however, will become meaningless if a strong verification mechanism is not created. The five countries--Japan, China, South Korea, Russia and the United States--should urge North Korea to agree with the early commencement of the verification work in a concerted manner. Easy compromises should never be made.

これで厳密な検証体制すら作れなければ、譲歩した意味がない。日米中韓露5か国は連携して、北朝鮮に検証作業の早期開始を迫るべきだ。安易な妥協は禁物だ。

At the meeting in Singapore, North Korea complained the other parties were delaying the delivery of promised energy and economic assistance to the country, urging them to complete it by the end of October.

北朝鮮は、5か国がエネルギー・経済支援の実行を遅らせているとして、「10月末まで」の実施を強く求めた。

However, the benefits agreed at the six-party talks are in exchange for the disablement of all nuclear facilities in North Korea and a complete and accurate declaration of its nuclear activities.

だが、6か国協議で合意した見返り支援は、「すべての核施設の無能力化」と「完全で正確な核申告」に対するものだ。

They are not promised for the disablement of only three nuclear facilities and an incomplete report.

3施設だけの無能力化と不完全な申告に与えられるものではない。

Foreign Minister Masahiko Komura talked briefly with his North Korean counterpart Pak Ui Chun after the meeting in Singapore, but he was unable to deepen discussions.

高村外相は外相会合後、北朝鮮の朴宜春外相と接触したが、突っ込んだ協議には至らなかった。

Use leverage on abductions

(再度拉致問題を)

Nearly a month and a half has already passed since Pyongyang promised at Japan-North Korea talks in June to reinvestigate cases of Japanese nationals abducted by North Korean agents. Pyongyang has not started the reinvestigations and refused to have talks with Tokyo to detail the contents and means of the reinvestigations. This shows a lack of good faith.

北朝鮮が6月の日朝協議で拉致問題の再調査を約束してから、既に1か月半近くが過ぎている。この間、再調査の開始どころか、再調査の内容や方法を詰めるための日朝協議の開催にさえ応じていない。極めて不誠実な対応だ。

Was North Korea's promise to reinvestigate the abduction cases a mere expedient to get the United Sates to remove the country from the list of states sponsoring terrorism?

Tokyo should strongly urge Pyongyang to work harder on resolving the abduction issue.

北朝鮮の約束は、テロ支援国指定解除を狙うポーズに過ぎなかったのか。日本は、拉致問題についても、前進を図るよう北朝鮮に強く求めていくべきだ。

expedient=手段、方策、口実、名目

Of course, the abduction issue should be solved in principle between Japan and North Korea. But Japan needs to also utilize the multilateral framework more to its own benefit.

拉致問題は基本的に日朝2国間で解決すべきものだが、日本としては、多国間外交の枠組みを積極的に活用しなければならない。

At the meeting in Singapore, U.S. Secretary of State Condoleezza Rice and the other foreign ministers urged North Korea to resolve the abduction issue as soon as possible. Japan should work to continue receiving indirect support from the United States, China and the other countries. It is one way to achieve Japan's goal--a comprehensive settlement of abduction and nuclear issues with North Korea.

今回の外相会合でも、ライス米国務長官らが拉致問題の早期解決を北朝鮮に求めた。米国や中国などの側面支援を引き続き得ることが、日本の目指す「核、拉致などの包括的解決」の道でもある。
