No excuses for uptick in nation's murder rate

無差別殺傷 繰り返される身勝手な凶行(7月24日付・読売社説)

Yet another indiscriminate fatal stabbing has taken place.

見ず知らずの人を刃物で無差別に殺傷する事件が、またも起きた。

On Tuesday night, a 33-year-old company employee stabbed two women at a bookstore located in a shopping center next to a train station in Hachioji, Tokyo. Of the two, a university student who was working part-time at the store later died.

東京都八王子市の駅ビル内の書店で、33歳の会社員の男が2人の女性を次々と刺し、アルバイトをしていた女子大生が死亡した。

The man, arrested soon after, reportedly told police his work was not going well and asked his parents for advice. But they did not help him, he reportedly said, adding he was so frustrated that he felt like killing someone on impulse.

逮捕された男は「仕事がうまくいかず、両親に相談したが乗ってくれなかった。ムシャクシャしてとっさに人を殺したくなった」と供述しているという。

These are the words of someone immature and selfish, just like a child.

子供のように未熟で、自分勝手な言い分だ。

Could he have not thought about the gravity of stealing someone else's future and driving that person's family into despair?

相手の未来を奪い去り、家族を悲しみの底に突き落とすことになる重大さを、想像できないのだろうか。

What is so striking is that too many similar incidents have happened recently.

それにしても、最近は似たような事件が多すぎる。

A disturbing pattern

(心の不安が犯罪を引き起こす)

A 25-year-old temporary worker, who killed seven people and injured 10 in a "pedestrian paradise" section of road closed off to vehicles in Tokyo's Akihabara district last month, was quoted by police as saying, "I came to Akihabara to kill people."

東京・秋葉原の歩行者天国で17人を殺傷した25歳の派遣社員の男は、「人を殺すために秋葉原に来た」と供述した。

A 24-year-old unemployed man, who stabbed one person to death and injured seven at JR Arakawaoki Station in Ibaraki Prefecture in March, reportedly said: "It didn't matter who [I killed]. I just wanted to kill somebody."

茨城県のJR荒川沖駅で今年3月に8人を殺傷した24歳の無職の男も、「誰でもよかった。人を殺したかった」と語っている。

It is eerie in a sense that the motives were very similar in these incidents. Personal dissatisfaction and frustration drove them to take others' lives so easily.

動機も共通していて不気味なほどだ。個人的な不満やイライラで簡単に人命を奪ってしまう。

The targeted areas have been a train station, an open street and now a station building. There is no knowing where we may face such dangers. Many people likely feel this anxiety.

駅、歩行者天国に続き、今度は駅ビルが狙われた。どこに危険が潜んでいるかわからない。そんな不安を覚える人も多いだろう。

Regarding the Akihabara incident, some people have argued that an unstable employment situation for youth and growing economic disparities contributed to the incident. But such disparity has always existed in society, and there have been times when young people had difficulty finding jobs. There is no room for justifying whatsoever such terrible incidents.

秋葉原事件では、若者の不安定雇用や格差社会と結びつけた主張もあった。だが、いつの社会にも格差はあり、厳しい就職難の時代もあった。どんな理由であっても正当化の余地はない。

disparity=等しくないこと、不等、不同、異種性

Yes, efforts should be made to improve situations such as unstable employment. But there is a growing worry that people are more and more shifting blame onto others and society as a whole rather than reflecting on their own lack of efforts and impatience.

不安定雇用などを改善していくことはもちろんだが、自らの努力不足や忍耐不足を省みず、他人や社会が悪いといった責任転嫁の風潮が強まっていないか。

Come together to stop crime

(犯罪抑止のために共にたちあがろう)

The Supreme Court on July 11 sentenced to death a man who killed five and injured 10 at JR Shimonoseki Station in 1999, saying there could be no room for leniency toward the defendant because his act was extremely malignant in that he indiscriminately assaulted passersby with whom no fault was found.

最高裁は今月11日、山口県のJR下関駅で9年前に起きた殺傷事件の被告に対し、「落ち度のない通行人らを無差別に襲った犯行は極めて悪質で酌量の余地はない」として死刑を言い渡した。

leniency=情状、情け、哀れみ、寛大 defendant=被告 malignant=きわめて有害な、悪意に満ちた indiscriminately=無差別に

assault=襲う、飛びかかる passersby複数=passerby単数=通行人

To protect and ensure the peace of people's lives, it is necessary to be firm against crimes. Doing so also would offer some solace to victims' families.

平穏な生活を守るために、犯罪には毅然と対処すべきだ。それでこそ遺族の納得も得られる。

There were 649 murder cases in the first half of this year, a 10 percent increase from the same period last year. The number of murder cases had been on the decrease for four consecutive years, making the latest figure a concern.

今年上半期の殺人の発生件数は649件で、昨年同期より10%増えた。4年連続で減少傾向にあっただけに、気がかりな数字だ。

In Kawaguchi, Saitama Prefecture, a third-year middle school student stabbed her father to death Saturday. A number of other such family incidents, in which children abruptly assault their parents, have taken place.

埼玉県川口市では中学3年の長女が父親を刺殺するなど、子供が突然、親に襲いかかる家庭内の事件も多発している。

Though it might take a long time, we hope people work to restore the power of families and local communities, which in turn help children learn every day how to draw a line between good and bad and acquire the abilities to become self-supportive.

暮らしを通じて自然と善悪のけじめを身につけ、自立する力を養っていく。遠回りではあるが、そんな家庭や地域の力を取り戻していくことも考えてみたい。
