迷走日本政治 安定政権へ政界再編が必要だ

英文自体は平易ですが、内容はよく新聞を読んでいないと理解できないかもしれません。
最近、新聞社は各社とも消費税切り上げ論になびいてしまっているけれども、疑ってかかるべし。
国の予算のうち暗闇のベールで覆い隠されている特別会計部分にメスを入れて社会保障費を捻出することも可能。
例えば日本の莫大な金額の米国国債の買い支えを半分にしてもらうとか、方法はあると思います。
それと、団塊の世代以上の世代の預貯金で日本の国債を買い支えている状態もおかしい。
国債の長期金利は10%くらいないと、預けるほうも嫌気がさしてくる。
そのうちに日本でも預貯金より金などへの投資に流れてしまうような気がします。

Political realignment needed for stable govt
迷走日本政治 安定政権へ政界再編が必要だ(1月3日付・読売社説)

This country is experiencing political paralysis that has left it unable to swiftly cope with the host of problems it faces both at home and overseas. If this abnormal situation goes uncorrected, the public's mistrust of government will be exacerbated and Japan left behind in competition with other nations around the world. Indications are that this country is on the verge of a national crisis, but the government and the ruling parties have yet to be appropriately alarmed by this.
 内外の懸案に機敏に対処できない政治体制が続いている。このままでは国民の政治不信は一層増大し、日本は国際社会の競争からとり残されてしまう。危機的な状況にあるのに政府・与党には切迫感がない。

It is clear what tasks should be tackled. The following are three key issues that must be addressed by the Democratic Party of Japan-led government:
 課題は、はっきりしている。

-- Rebuilding the Japan-U.S. alliance by resolving the dispute over the relocation of the U.S. Marine Corps' Futenma Air Station in Okinawa Prefecture.
 一、米軍普天間飛行場問題を解決し、日米同盟を立て直す。

-- Raising the consumption tax rate to cover the cost of establishing stable social security systems.
 一、安定した社会保障制度を築くため消費税率を引き上げる。

-- Joining the Trans-Pacific Partnership multilateral free trade pact.
 一、環太平洋経済連携協定(TPP)に参加する。

It is essential to set up a political framework that can swiftly and appropriately address pressing issues that affect the future of the nation. However, this task cannot be accomplished under the divided Diet, in which the ruling coalition has a majority in the House of Representatives while the opposition camp controls the House of Councillors.
 国の行方を左右する喫緊の課題を、迅速かつ適切に処理できる政治体制を築かねばならない。衆参で与野党逆転の「ねじれ国会」ではそれができまい。

A new round of political realignment has never been so keenly called for as today.
政界再編が今ほど求められている時はない。

Divided Diet must end
 ◆ねじれ国会へ戦略描け◆

One impending task for the administration of Prime Minister Naoto Kan is to create an environment in which it can meaningfully discuss issues at the ordinary Diet session set to open this month. The first hurdle the government must clear is to properly deal with censure motions adopted by the upper house during the preceding extraordinary Diet session against Chief Cabinet Secretary Yoshito Sengoku and Land, Infrastructure, Transport and Tourism Minister Sumio Mabuchi.
 菅政権にとって差し迫った課題は、今月召集の通常国会で野党と話し合うための環境を整えることだ。最初のハードルは、先の臨時国会で参院の問責決議が可決された仙谷官房長官、馬淵国土交通相の扱いである。

The leading opposition Liberal Democratic Party has decided to boycott Diet sessions to be attended by Sengoku and Mabuchi. New Komeito, another opposition party, is poised to march in step with the LDP. Their position will certainly be a major hindrance to government efforts to keep the upcoming Diet session going smoothly. The prime minister must take swift measures--including a possible Cabinet reshuffle--to overcome this hurdle.
 自民党は仙谷、馬淵両氏が出席する審議を拒否する。公明党も足並みをそろえる構えだ。国会運営の大きな障害になる。菅首相は内閣改造を断行してでも、早急に打開を図らなければならない。

Another thorn in the DPJ-led government's side is the politics-and-money scandal involving former DPJ President Ichiro Ozawa. Antagonism between pro-Ozawa DPJ lawmakers and those opposing him--a development that appears to have disgusted many people--was still raging at the end of last year.
 もう一つが、小沢一郎民主党元代表を巡る「政治とカネ」の問題である。民主党では「親小沢」対「反小沢」といううんざりするような対立が昨年末まで続いた。

On Dec. 28, Ozawa said he would appear before the lower house Deliberative Council on Political Ethics to explain his stand on the political funding scandal. However, it remains to be seen whether he truly intends to attend the ethics panel. The DPJ should settle this lingering dispute as soon as possible.
 小沢氏は衆院政治倫理審査会に出席する意向を表明したが、本音はどうだろうか。民主党は早急にこの問題の決着を図るべきだ。

It is astonishing that former Prime Minister Yukio Hatoyama is cooperating with Ozawa in handling intraparty issues. It should be remembered that Hatoyama committed a number of political errors during his time as prime minister, disappointing the public's expectations in him as the leader of a party that achieved a change of administration.
 鳩山前首相が小沢氏と連携していることにもあきれる。鳩山氏は数々の失政を重ね、国民の期待を失望に変えた。

Hatoyama should realize that his apparently thoughtless speech and behavior--for example, his retraction of his earlier declaration that he was planning to retire as a legislator--has greatly undermined public trust in politicians and political parties.
議員引退宣言さえ撤回するような軽い姿勢が、国民の政治に対する信頼を損ねていることを自覚してもらいたい。

Review DPJ manifesto
 ◆政権公約全面見直しを◆

To ensure that budget-related and other important bills pass the divided Diet, it is indispensable for the ruling coalition to bring a majority of votes to its side before the legislation is put to a vote.
 ねじれ国会で予算関連法案や重要法案を成立させるためには、多数派工作が不可欠である。

The DPJ's onetime coalition with the Social Democratic Party was a factor in the Hatoyama Cabinet's misguided decisions on foreign and national security policies. With this in mind, Kan should be cautious about forming a renewed partnership with the SDP.
 鳩山内閣が外交・安保政策で判断を誤ったことの一因は社民党にあった。菅首相は、社民党との連携を考えるべきではない。

The prime minister must have acutely felt the vital importance of shoring up the Japan-U.S. alliance, not only to address bilateral issues but also to carry out foreign policy related to China and Russia--a bitter lesson that may have been drawn from his diplomatic experiences with these nations' leaders.
日米同盟の強化は中国、ロシアとの外交でも必須であることを首脳外交で身にしみたはずだ。

If it seeks to form cooperative ties with the LDP, New Komeito or any other opposition party, the DPJ must first and foremost reconsider its manifesto for the 2009 lower house election.
 自民党や公明党などと連携するには、民主党が一昨年の衆院選で掲げた政権公約(マニフェスト)の見直しが前提条件である。

It is easy to see that the DPJ's electoral manifesto--a set of promises put together while it was in the opposition bloc--has broken down. This is evident, for example, in the lack of significant success achieved by the government's budget screenings--known as jigyo shiwake--a main feature of the manifesto. The series of budget-screening procedures has done little to curtail expenditures, and the DPJ must be sternly brought to task for falsely convincing the public that financial resources could be secured through efforts to reduce wasteful government spending.
 野党時代に作成した政権公約がすでに破綻していることは看板の「事業仕分け」一つとってみても明らかだ。予算削減はわずかにとどまった。無駄を削れば財源を確保できる、と幻想を振りまいた罪は重いと言わざるを得ない。

This nation's fiscal crisis is becoming worse and worse. If the current state of affairs goes unchecked, Japan could end up with a fiscal collapse comparable to that suffered by Greece.
 国家財政は悪化の一途だ。このままでは日本がギリシャのように財政破綻しかねない。

In the DPJ's leadership election last September, Kan pledged to reconsider the party's manifesto, saying, "If it is difficult to fulfill [the election promises], I'll tell the public so and ask for their sympathetic understanding."
 菅首相は、昨年9月の民主党代表選で「実現困難な場合は国民に説明し、理解を求める」と政権公約の見直しを掲げた。

However, the prime minister does not appear prepared to do so. Kan needs to explain his stand on the issue to the public.
だが、一向に実行する姿勢がない。きちんと国民に説明する必要がある。

Kan absolutely lacks the firm determination to overcome difficulties at any cost and take resolute action to accomplish his goals.
 菅首相に、決定的に欠けているのは、困難な状況を何とか打開しようという強い意志と果断な実行力だ。

He should be as good as his word and reconsider the DPJ manifesto.
 政権公約の見直しこそ、首相自ら言うように「有言実行」すべきである。

Meanwhile, the LDP, New Komeito and other opposition parties have tended to play the blame game when attacking the government during Diet sessions since the DPJ's ascent to power, apparently trying to pursue their self-centered interests.
 一方、自民、公明など野党側も、党利党略から国会では揚げ足取りに終始しがちだった。

There is no doubt that the ruling coalition is not alone in having to strive for the resolution of the Futenma, consumption tax and TPP issues. These duties also must be fulfilled by the opposition camp.
 普天間問題、消費税率引き上げ、TPPが野党にも突きつけられた課題であることは論をまたない。

With this in mind, it may be feasible for the LDP--or New Komeito, for that matter--to make the bold move of agreeing to join hands with the DPJ to address these difficult problems. We hope they will show that they have what it takes to become political parties that can think and act responsibly--even by taking the lead in devising and implementing policies that would otherwise be formulated by the government.
自民党や公明党が、民主党と、大胆に合意できないか。与党をリードするような責任政党としての姿を示してはどうか。

Electoral reform necessary
 ◆選挙制度見直しが急務◆

The ongoing political paralysis can be fundamentally attributed to inadequacies in the electoral system.
 政治の機能低下の根源に選挙制度の問題が横たわっている。

Toward the end of last year, the upper house started studying specific ways to reform the system, in hopes of adopting a new electoral formula, beginning with an upper house election in 2013.
 参院は昨年末、2013年参院選からの新制度適用を目指して選挙制度改革に関する具体的な検討に着手した。

The move has been triggered by the series of court rulings on lawsuits filed by voters in various locations nationwide in connection with the results of last year's upper house election. These rulings found the regional disparities in the value of one vote to be unconstitutional. Full discussions should be promoted to explore what kind of electoral formula would best suit the upper house.
 昨年の参院選の1票の格差に関する定数訴訟で違憲判決が相次いだことがきっかけだが、どんな選挙制度が参院にふさわしいかを十分、考慮してもらいたい。

The upper house is not alone in requiring electoral reforms.
 問題は参院だけではない。

A reform of that chamber's election system should be complemented by efforts to drastically reconsider the lower house electoral formula.
 衆院も併せて選挙制度を大胆に再検討することが必要だ。

The whole issue should be argued from the standpoint of how the legislature's two-chamber system should serve its own purpose--that is, what roles should be assigned to each house of the Diet. This will also require debating issues related to amending the Constitution.
 それぞれの院にどんな役割と権能を持たせるか、二院制のあり方にも踏み込む。それには憲法改正論議も避けてはなるまい。

Reforming the election system would lead to changes in how political parties choose to tie up with others, a move that would afford a ripe opportunity for realignment of political parties and forces.
 選挙制度が変われば、政党間の連立や政党政治のあり方にも変化が生まれよう。

Reform of the electoral system should be swiftly considered. Doing so is essential to end the pitiful state of the Diet, which is not functioning properly. Failure in this respect could allow the current anomalous situation to drag on and on.
延々と続きかねない国会の機能不全を断ち切るためにも検討を急ぐべきである。
