Prime Minister Naoto Kan has finally presented his conditions and the timeline for his resignation.
 やっと「一定のめど」の中身が示された。

Kan carried out a Cabinet reshuffle by promoting Goshi Hosono, his special adviser, to state minister in charge of coping with the ongoing crisis at the Fukushima No. 1 Nuclear Power Plant, to coincide with the establishment of the government's headquarters for rebuilding the disaster-stricken northeastern region.
東日本大震災の政府復興対策本部の発足にあたり、菅直人首相は原発事故担当相に細野豪志首相補佐官を昇格させるなど閣僚人事を行った。

At a news conference after the Cabinet personnel change, the prime minister for the first time spelled out the conditions for his resignation -- the enactment of a second fiscal 2011 supplementary budget, a bill on a special government bond and legislation to promote renewable energy.
首相は人事を終え記者会見にのぞみ、自らの退陣の条件が2次補正予算案、特例公債法案、再生可能エネルギー法案それぞれの成立であることを初めて明言した。

The prime minister's failure to clearly state his timeline had caused suspicions among both the ruling and opposition parties and spread unnecessary confusion.
 これまで首相が自らの役割をはっきりさせなかったことが与野党の疑心暗鬼を生み、無用の混乱を広げてきた。

His belated statement on his planned departure based on the three conditions is fitting at this stage.
遅きに失した表明とはいえ、3条件で身を引くのは現状では妥当な線と言える。

The ruling and opposition parties should make an all-out effort to build a consensus during an extended session of the Diet to move the political wheel forward.
与野党は延長国会で合意形成に全力を挙げ、政治の歯車を前に回すべきである。

As part of the revamped Cabinet, Ryu Matsumoto, who concurrently serves as environment minister and state minister responsible for disaster management, was appointed as minister in charge of reconstruction.
 閣僚人事では復興担当相に松本龍防災担当相兼環境相が起用された。

Matsumoto had been in charge of disaster support and Hosono had tried to deal with the nuclear accident, and their appointments underscore the continuity of their jobs.
松本氏は被災者支援、細野氏はこれまで原発事故にそれぞれ対処しており、継続性を重視した人事と言える。

Hosono is making his debut as a Cabinet member and his responsibility for bringing the nuclear crisis under control is grave.
初入閣で原発事故収束の責任を負う細野氏の責任は重い。

There has to be a backup mechanism to consolidate related authority.
関連する権限をできるだけ一元化するバックアップも必要だろう。

But the prime minister has faltered in other segments of the personnel change.
 それ以外の部分で人事問題は迷走した。

He did not follow advice from Shizuka Kamei, leader of the People's New Party and his senior adviser, on a large-scale Cabinet shakeup.
首相の参謀となっている国民新党の亀井静香代表が進言した大幅な内閣改造は見送られた。

He offered Kamei the post of deputy prime minister but Kamei declined the offer.
その亀井氏に首相は副総理ポストを示し、逆に固辞されてしまった。

We also question the appointment of Kazuyuki Hamada, a House of Councillors lawmaker from the main opposition Liberal Democratic Party (LDP), as parliamentary secretary for internal affairs and communications.
 やはり亀井氏の働きかけで自民党の浜田和幸参院議員を離党させ、総務政務官に起用した人事にも首をかしげてしまう。

The decision is part of Kan's campaign to deal with the divided Diet in which the opposition camp controls the upper house.

The move is an obvious attempt to cut into the LDP, inviting strong repercussions from the LDP and fostering a sense of distrust.
参院のねじれ対策といっても露骨な切り崩しであり、自民党は強く反発し、不信感を強めている。

The appointment of Hamada will have the opposite effect to riding out the hung Diet.
国会を乗り切るうえでは、むしろ逆効果だ。

 だが、自然エネルギーを電力会社が買い取るシステムの法制化は、政局と絡めず本来、着実に実現すべきテーマだ。

If lawmakers have a hard time dealing with the three conditions for Kan's resignation, Japan will face another difficult problem of under whose leadership a third supplementary budget will be compiled.
「3条件」の処理に手間取ると、本格的な復興予算である3次補正予算案を誰の手で編成するかも、難しい問題となる。

The ruling and opposition parties should focus on policy debate and build consensus in the extended Diet session to advance the political process to a "post-Kan" stage.
「ポスト菅」に政治を進めるためにも、与野党は延長国会で政策論争に専念し、合意形成に努力してほしい。
