いじめ防止法 実効性ある対策につなげたい

いじめ防止法 実効性ある対策につなげたい(10月7日付・読売社説)

Now that a new law against bullying in schools has taken effect, efforts must be redoubled to make this kind of behavior unacceptable throughout society. The law for the promotion of preventive steps and countermeasures against bullying was enacted in the last ordinary Diet session in June.
 新法施行を機に、「いじめを絶対に許さない」という認識を、社会全体で改めて共有したい。
 先の通常国会で成立した、いじめ防止対策推進法が施行された。

It stipulates a set of measures that schools and local authorities should put into force to deter bullying and detect it early if it does occur.
いじめの抑止や早期発見に向け、学校や自治体が実施すべき対策を定めている。

A spate of serious bullying cases claiming the lives of children, including a 2011 case that resulted in the suicide of a middle school boy in Otsu, prompted legislators to pass the law. To protect children from bullying, truly effective countermeasures must be put into practice at every school.
 大津市の中学生が自殺した事件など、子供の命が失われる深刻ないじめが相次いだことが、法制化のきっかけだ。子供を守るため、実効性ある取り組みを教育現場で実践していかねばならない。

With the enforcement of the new law, each school is to set up a bullying countermeasures team comprising teachers and a school counselor. It is hoped the anti-bullying teams will effectively provide consultation to students concerning bullying and support students victimized by bullying.
 新法の施行により、各学校には、複数の教職員やスクールカウンセラーらで構成する対策組織が置かれる。いじめに関する相談に乗り、被害生徒を支える役割を担うことが期待されている。

Teachers in many cases are aware of bullying but must deal with the problem alone, making it impossible to swiftly respond to school yard bullying.
 教師がいじめの兆候に気づきながら、問題を一人で抱え込み、対応が遅れる事例が目立つ。

For the anti-bullying teams to function properly, teachers and others must share bullying-related information so the whole school can pursue an adequate solution.
情報を共有して学校全体で適切な解決策を探れるよう、対策組織を機能させることが求められる。

Some bullying cases are so vicious they cannot be adequately addressed solely through school guidance. Such cases include extorting money from students with the threat of violence.
 いじめの中には、学校の指導だけでは対処しきれない悪質なものもある。要求を断れば危害を加えると脅して現金を巻き上げるような行為だ。

Cooperation with police key

Such cases should be considered criminal offenses, and to deal with them, the new law urges schools to strengthen cooperation with police. School authorities should never hesitate to report such vicious cases to police to prevent the harmful effects of such behavior from spreading.
 犯罪に該当するこうしたケースの対処について、新法は警察との連携を求めている。学校はためらうことなく警察へ通報し、被害の拡大を防ぐ必要があろう。

It is praiseworthy indeed that the new law makes it obligatory for boards of education and individual schools to conduct fact-finding investigations in serious cases such as the suicide of a bullied student, while also making it mandatory for them to provide parents or guardians of the victim with sufficient explanations about the problem.
 いじめを背景とした子供の自殺などが起きた際、新法が、教育委員会や学校に、事実関係の調査と被害生徒の保護者への説明を義務づけた点は重要である。

There have been more than a few instances in which boards of education and schools, for fear of being held accountable for bullying incidents, have been wary of investigating grave bullying cases, causing the bereaved families of students in fatal bullying incidents to suffer mental anguish.
 教委や学校が責任を追及されるのを恐れるあまり、調査に消極的な姿勢をとり、遺族に精神的な苦痛を与えた例は多い。

All people involved in school education should bear in mind that such insincere responses can no longer be forgiven.
今後、こうした不誠実な対応は許されなくなるということを、教育関係者は肝に銘じてもらいたい。

In conducting school investigations into bullying cases, schools must never fail to include outside third parties on the investigative team to ensure its impartiality.
 調査にあたっては、中立性や公平性を確保するため、教委や学校と利害関係のない第三者を参加させることを徹底すべきだ。

It is also essential that educators working to prevent bullying remain aware that anyone can become a victim of bullying.
 「いじめはどの子にも起こりうる」という現実を踏まえた平素からの防止教育も欠かせない。

A series of surveys by the Education, Culture, Sports, Science and Technology Ministry have revealed that many children in primary or middle school become either victims or perpetrators of such forms of bullying as ostracism and being ignored by individual students.
 文部科学省の追跡調査によると、仲間外れや無視といった形態のいじめでは、小学校から中学校にかけて、多くの子が被害者にも加害者にもなるという。

Moral education classes and off-campus activities that would expose students to a variety of experiences should be used to nurture sympathy for others in students.
 道徳の授業や様々な体験活動を通じて、規範意識や他人を思いやる気持ちを育む。

It is also appropriate to provide them with opportunities to consider the problem of bullying through such activities as participation in events run by the student governments in schools.
生徒会活動などで、子供たちが主体的にいじめ問題を考える機会を設ける。

It is essential to allow students to be exposed to such instruction a number of times.
 こうした指導を積み重ねることが大切だろう。
