出直し市長選 大阪都構想の展望が見えない(2月15日付・読売社説)

It is highly questionable whether a mayoral election can break the stalemate regarding the vision of integrating the city and prefecture of Osaka into a single metropolitan administrative unit.
 膠着(こうちゃく)状態を打開できるのか、甚だ疑問だ。

Osaka Mayor Toru Hashimoto, who also serves as coleader of Nihon Ishin no Kai (Japan Restoration Party), has offered his resignation in the middle of his term and expressed his intention to run in a mayoral election set for March 23.
 日本維新の会共同代表である橋下徹大阪市長が任期途中で辞職し、3月23日投票の出直し市長選に臨む意向を示している。

The Osaka Municipal Assembly, however, on Friday rejected Hashimoto’s resignation. The votes against his move came from assemblymen belonging to the Liberal Democratic Party, New Komeito and the Japanese Communist Party and affiliated with the Democratic Party of Japan. Each party said “there is no cause for his resignation.”
 大阪市議会は14日、橋下市長が提出していた辞職願を自民、公明、共産の各党や民主党系などの多数で不同意とすることを決めた。いずれも、「辞職に大義はない」と主張している。

However, Hashimoto’s resignation will take effect on Feb. 27 in line with the Local Government Law.
 橋下氏は、地方自治法の規定により、27日での辞職となる。

His signature vision of integrating Osaka city and Osaka Prefecture into a metropolitan administrative unit similar to Tokyo is hitting a deadlock.
 看板政策である「大阪都」構想は、行き詰まりを見せている。

Osaka Ishin no Kai, a regional party led by Hashimoto, is short of a majority in both the Osaka prefectural and municipal assemblies.
 大阪府と市の議会で、大阪維新の会は過半数に届かない。

The majority of members of a multiparty legal conference for the establishment of an Osaka metropolitan administrative unit are opposed to the metropolitan plan, making it impossible to iron out differences over demarcation plans on special administrative wards.
それを反映した各派代表らで作る法定協議会の反対多数で、特別区の区割り案が絞り込めないためだ。

Hashimoto has asserted he would replace opposing members of the legal conference with those in favor of pushing the metropolitan plan if he wins a fresh public mandate by winning the special election. He seeks to promote his vision by constituting a new legal conference and asking it to work out a written agreement—a blueprint for the establishment of metropolitan Osaka—by this summer.
 橋下氏は法定協の構成そのものに問題があると考える。
 再選されることで都構想の推進に新たなお墨付きを得て、構想に反対する法定協の委員を推進派に差し替えると主張している。新たな法定協で夏までに「大阪都」の設計図となる協定書を策定し、構想を前に進める方針だ。

But a local government is of a dualistic representative structure, under which its head and assembly members are chosen in different elections. It is not the heads alone that carry out the public will.
 しかし、地方自治体は、首長と議員が別々の選挙で選ばれる二元代表制である。首長だけが民意を背負っているわけではない。

Motive questionable

Hashimoto should have taken the time to win over Komeito, which had shown a cooperative stance, and other parties repre-sented in the municipal assembly in an effort to obtain their understanding of his vision.
 これまで協力関係にあった公明党など議会側に時間をかけて説明し、理解を得る努力を尽くすべきだったのではないか。

However, his criticism of Komeito has been growing stronger, which will have an adverse effect on building consensus with the assembly.
 橋下氏は公明党批判を強めているが、議会との合意形成を図るうえでは逆効果だろう。

The success or failure of the Osaka metropolitan vision will be decided by a plebiscite to be held in autumn and onward. Implementation of a referendum requires approval by Osaka prefectural and municipal assemblies in a written agreement. The compositions of the assemblies will remain unchanged even after the scheduled mayoral election.
 都構想の成否は、秋以降に予定される住民投票で決まる。実施するには、府市両議会から協定書の承認を得ねばならないが、出直し市長選を経ても、両議会の構成は変わらない。

Nihon Ishin no Kai coleader Shintaro Ishihara questioned the advisability of holding a mayoral election to achieve Hashimoto’s goal, saying that “the consequence will be the same.” Ishihara is quite right. The schism between elements in Osaka, where Ishin no Kai is based, and those in Tokyo consisting of Diet members, is feared to widen over how to deal with the Osaka mayoral election.
 日本維新の会の石原共同代表が市長選をやり直しても「結果は同じじゃないか」と、橋下氏に疑問を呈したのはもっともである。維新の会本拠地・大阪の勢力と、東京の国会議員団とのミゾも市長選への対応を巡って深まろう。

Principal parties, including the LDP, the DPJ and the JCP, will sit back and see what will happen without putting up their own candidates.
 一方、自民、民主、共産など主要政党は市長選での候補擁立を見送り、静観を決め込む構えだ。

These parties probably want to make it look as if Hashimoto is tilting at windmills as he has argued that “if voters are opposed to the Osaka metropolitan plan, they should make me lose the election.”
 「都構想に反対するのなら、僕を選挙で落とせばいい」と主張する橋下氏の“独り相撲”を際立たせたいのだろう。

But the real reason for not fielding any candidates may be their failure to find anyone with a chance of winning, not only because they do not want to fight Hashimoto in the same ring. It is deplorable if they cannot promote their positions openly to voters while opposing the Osaka metropolitan vision.
 ただ、同じ土俵には乗らないという理由だけではなく、勝てる候補が見当たらないのが本音ではないのか。大阪都構想に反対しつつ有権者に堂々と訴えられないのなら、それも情けない。
