福島原発汚染水 管理は限界に近づいている

福島原発汚染水 管理は限界に近づいている(2月27日付・読売社説)

A leak of 110 tons of contaminated water has occurred at Tokyo Electric Power Co.’s Fukushima No. 1 nuclear power plant.
 東京電力福島第一原子力発電所で、110トンの汚染水漏れが起きた。

The latest incident was due to a basic error by TEPCO, despite the fact that a leak of 300 tons of radioactive water took place in August. Measures to prevent such mishaps urgently need to be implemented.
 昨年8月に300トンもの漏出が発生したにもかかわらず、今回も東電の対応には初歩的ミスがあった。防止策が急務である。

The issue occurred at a storage tank on the inland side of the No. 4 reactor building and allowed the release of highly radioactive water containing radiostrontium. Though there are no fears that the leakage will lead to marine pollution, nearby soil appears to have been contaminated.
 漏出は、4号機の山側にあるタンクで起き、放射性ストロンチウムを含む高濃度の汚染水が漏れ出た。海洋汚染の心配はないが、土壌などが汚染されたという。

To begin with, the contaminated water must be collected and the polluted soil must be decontaminated.
 まずは、汚染水の回収や土壌の除染を進めねばならない。

The leakage occurred as the contaminated water was flowing into a storage tank that was nearly full to the brim. As valves on the pipes that carry tainted water into the tank were left open, radioactive water that should have been stored in another tank flowed into the first tank, causing it to overflow.
 原因は、満杯に近いタンクに汚染水が流れ込んだことだ。このタンクにつながる配管の弁が開いていたため、別のタンクに貯(た)めるはずの汚染水が入り、あふれた。

Why were the valves left open? We hope this matter will be thoroughly investigated.
 なぜ弁が開いていたのか、徹底究明を求めたい。

There were alarms that warned of abnormal water levels at the tank in question. Yet workers misjudged the alarms to be a malfunction of the water level indicator and failed to deal with the problem properly.
 漏出したタンクの水位が高いことを示す警報は表示されていた。だが、現場では計器の異常と判断し、対応を怠った。

Following the August leak of polluted water, TEPCO attached water level indicators to the storage tanks and reinforced its walk-through inspections. Yet it is problematic that the measures against the recurrence of such mishaps failed to function.
 昨夏の汚染水漏れの後、東電はタンクに水位計を付け、巡回点検を強化していた。再発防止策が機能しなかったのは問題である。

Radiation levels on the plant premises still remain high. The latest incident may also have something to do with the fact that amid harsh conditions for workers, management of the storage tanks has been nearing capacity with so many of them installed.
 現場の放射線量は依然として高い。厳しい作業環境の中で、汚染水を貯めるタンクが増えすぎて、管理は限界に近づいているという側面もあるのではないか。

Long-term issue

At the Fukushima plant, as much as 400 tons of contaminated water has been generated daily, including coolant water used to lower the temperature of reactor cores and groundwater flowing into the buildings that house the reactors.
 福島第一原発では、炉心を冷やす冷却水や、建屋に流れ込む地下水が元になって、毎日400トンの汚染水が発生している。

There are already 1,000 storage tanks on the plant’s premises, and TEPCO has been pressed to keep up with the need for additional tanks to be constructed.
敷地内の貯水タンクは、すでに約1000基に達しており、タンクの設置に追われている状況だ。

All of the storage tanks are believed to be nearly full, with alarms warning of abnormal water levels sounding daily. TEPCO plans to double the total storage capacity, but in the near future, there will no longer be any space to install additional tanks.
 どのタンクも満杯に近く、日常的に警報が出ているという。タンクの総容量を倍増する計画だが、遠からず設置場所はなくなる。

It is necessary to take such measures as releasing the groundwater into the sea and reducing the amount of water flowing into the buildings that house the reactors. The development of an underground wall of frozen soil around the plant also needs to be accelerated. As these are large-scale projects, it is important for the government to tackle problems responsibly.
 地下水は海洋に放出し、建屋への流入量を減らす対策が必要だ。地盤を凍らせて流入を防ぐ凍土壁の開発も急ぎたい。大がかりな事業だけに、政府が主体的に取り組むことが大切である。

Moreover, if contaminated water is purified and released into the sea, it will help reduce trouble stemming from storage issues. The government and TEPCO must strive to win the understanding of local people and municipalities.
 さらに汚染水も、浄化して海に流せば貯蔵のトラブル軽減につながる。政府と東電は、粘り強く地元の理解を得ねばならない。

At the No. 4 reactor, there was also an accident in which the cooling systems of the spent nuclear fuel storage pools were halted for 4½ hours due to power outages. The outages reportedly occurred because a power supply cable was accidentally damaged when workers were excavating a nearby road. The pool stores more than 1,000 spent fuel rods.
 4号機では、燃料貯蔵プールの冷却が停電により4時間半止まるミスも起きた。近くで道路を掘削中に電源ケーブルを誤って損傷したという。プールには1000体以上の燃料が保管中だ。

We cannot help but feel a tinge of uneasiness about the management of the all-important power supply for the cooling systems.
重要な冷却用電源の管理に不安が残る。

Due to such troubles, the operation of the devices used to purify contaminated water were also suspended Wednesday.
 汚染水の浄化装置も26日、トラブルにより停止した。

To weather the long journey toward the plant’s decommissioning, it is important for the government and TEPCO to conduct a comprehensive inspection of safety measures.
 廃炉への長い道のりを乗り切るには、政府と東電が安全対策を総点検することが重要である。
