(社説)廃炉新会社 ここが東電の「本丸」だ

A fresh management team has taken over at Tokyo Electric Power Co.
 東京電力の新体制がスタートした。

Fumio Sudo, the new chairman of the utility struggling with the legacy of the Fukushima meltdowns, needs to provide effective leadership so that TEPCO can reinvent itself as a meaningful entity.
会長に就いた数土文夫氏は、「古い東電との決別」を確かなものにしていく指導力が問われる。

The top priority for the new management team is to stabilize the situation at the Fukushima No. 1 nuclear power plant while forging ahead with decommissioning the reactors there.
 最優先課題は、言うまでもなく福島第一原発の安定化と廃炉に向けた着実な前進である。

TEPCO has created a new in-house entity responsible for decommissioning work. Spun off from TEPCO’s Nuclear Power and Plant Siting Division, the 1,200-strong unit will be devoted to cleaning up at the crippled plant.
 東電は社内分社化で「福島第一廃炉推進カンパニー」を発足させた。原子力・立地本部から切り離し、1200人規模で福島第一に特化する。

The amount of information available about conditions within the reactors has been growing gradually. But there is still a long way to go before work to remove melted nuclear fuel can begin.
 原子炉内の様子は徐々にわかってきたが、溶けた核燃料の取り出しは遠い先だ。

The pace of progress in the Fukushima cleanup will depend, to a large extent, on the future development of technology. First of all, the problem of accumulating radioactive water at the plant needs to be sorted out.
今後の技術開発に依存する部分も多い。まずは汚染水問題の解決にめどをつけなければならない。

TEPCO should put the new in-house entity for decommissioning at the center of its organization and concentrate its best human and technological resources there.
 東電は廃炉会社を「本丸」と位置づけ、優れた人材や技術を集中させる必要がある。

The utility cannot afford to spare resources for preparations to restart idled reactors at its Kashiwazaki-Kariwa nuclear power plant in Niigata Prefecture.
柏崎刈羽原発(新潟県)の再稼働準備を両にらみで進めている場合ではない。

TEPCO should make sure that fresh efforts lead to a wholesale change in its own corporate culture and ultimately meaningful reform of the culture of the entire electric power industry.
 新会社での新たな取り組みを、東電ひいては電力業界全体の体質を変えていくきっかけにしてもらいたい。

Three of the six vice presidents of the new in-house entity for decommissioning have been recruited from manufacturers of nuclear reactors.
 廃炉会社には、原子炉メーカー3社から副社長が就任した。

The utility’s administrative structure will be reformed to shift the focus from management of specific equipment and facilities, such as nuclear reactors and electric power facilities, to management of specific projects for solving problems. The entity will also step up its efforts to recruit outsiders for management positions.
原子炉や電機関連など設備別になりがちだった従来の管理態勢は、課題解決のためのプロジェクトごとに管理する仕組みに改める。マネジャーの外部登用にも力を入れるという。

We embrace the notion that TEPCO should introduce more expertise from the outside by seeking a wider range of cooperation and partnerships beyond the scope of its relations with business partners and contractors.
 受発注の関係を超えた連携で社外の知見を積極的に取り入れることには賛成だ。

The utility should open itself to different corporate cultures as a means to rein in its arrogance as a monopolistic enterprise and remedy its deep-rooted sectionalism.
異なる企業文化の流入を、独占企業としてのおごりや縦割り主義を排することにつなげるべきだ。

TEPCO also needs to review its relations with its multiple layers of subcontractors.
 何層にもわたる下請け・孫請け企業との関係も、見直しが迫られる。

In order to secure workers who are familiar with the complex situation at the Fukushima plant and who can respond flexibly to new challenges, it is vital for the utility to make jobs at the plant sufficiently rewarding.
複雑な現場に精通し、応用力の高い作業員を確保するには、福島第一を「働きたい職場」にしていく必要がある。

Besides making exhaustive efforts to secure the protection of workers from radiation, which is obviously crucial, TEPCO also needs to establish an effective system to allow individual workers to share experiences and ideas they have obtained through their work with the rest of the work force. This is important for boosting the morale of workers.
 被曝(ひばく)管理の徹底はもちろんのこと、一人ひとりが作業上で得た経験や意見を組織全体で共有できるような仕組みを設け、作業員の士気を高めていくことが求められる。

The government has submitted to the Diet a bill to set up a special task force within the Nuclear Damage Liability Facilitation Fund to lead the efforts for reactor decommissioning.
 政府は原子力損害賠償機構の中に、新たに廃炉を主導する専門組織をつくる法案を今国会に提出している。

If the bill passes the Diet, a new section with the authority to give guidance and advice to TEPCO will be created within the fund, established jointly by the government and nuclear power plant operators for swift payments of compensation in cases of severe nuclear accidents.
成立すれば、東電に対し指導・勧告権限をもつ部門が設置される。

The government’s involvement in the Fukushima cleanup is important. But it should not be allowed to create a situation in which too many leaders are causing confusion among front-line workers and shuffling off the responsibility onto each other.
 国の関与は重要だが、船頭が多いばかりで現場が混乱したり責任を押しつけ合ったりでは本末転倒だ。

Transparency and flexibility are essential for the cooperation between the government and the utility.
ここでも、透明で機動的な連携が試される。

Around the world, a growing number of nuclear reactors are being decommissioned because of age or economic reasons. Nuclear power generation is at a turning point.
 世界を見ても、原発は老朽化や採算割れによる廃炉が増え、新たな局面を迎えている。

If TEPCO’s new in-house entity acquires the capabilities needed to accomplish its mission as the core unit for the Fukushima cleanup work, it will help carve out a new future for the utility.
「本丸」がしっかりと力をつけていけば、次の事業展開も見えてくるはずだ。
