Teachers’ respect for rules over personnel affairs extremely low
大阪の校内人事 教員の規範意識が低すぎる

To ensure the smooth functioning of schools, it is vitally important for principals to exercise adequate leadership. The failure of the head of a school to enforce his authority over school personnel affairs cannot be condoned.
 円滑に学校運営を進めるには、校長が指導力を適切に発揮することが重要である。校長が人事権を行使できない状況は看過できない。

At many publicly operated schools in the city of Osaka, as well as Osaka Prefecture and Kobe, it has been revealed that such posts as student counselor, curriculum coordinator and homeroom teacher have been filled following elections among teachers or at teachers’ meetings.
 大阪市、大阪府、神戸市などの多くの公立学校で、生徒指導主事や教務主任、学級担任の校内人事が、教職員間の選挙や職員会議などで決められていた。

The School Education Law stipulates that “Principals shall be in charge of governing school management and supervising teachers and other school staff members.”
 学校教育法は「校長は、校務をつかさどり、所属職員を監督する」と規定する。

The latest revelation shows that school personnel affairs—matters that must be decided on the responsibility and authority of school principals—have been handled in a way contrary to the law.
校内人事は、校長の責任と権限によって決定すべき事項であるにもかかわらず、法に反する運用が横行していた。

Therefore, it was natural for Education, Culture, Sports, Science and Technology Minister Hakubun Shimomura to tell a session of the House of Representatives Education, Culture, Sports, Science and Technology Committee last month that the practice was “extremely inappropriate.”
 下村文部科学相が、衆院文科委員会で「極めて不適切」と述べたのは当然である。

At an Osaka municipal government-run middle school in Ikuno Ward, documents show that it is customary for its principal to appoint teachers to such posts as student counselor and curriculum coordinator after they were chosen in advance through elections by teachers to ensure “school management is conducted democratically.”
 大阪市生野区の市立中学校では、「民主的な校内人事が行われる」ことを目的に、教員が投票で選んだ生徒指導主事や教務主任などを校長が任命する、という内規が文書化されていた。

This is a complete misconstruing of the term “democratic.” It has also been learned that the school’s bylaws allow the principal to allot duties in running the school only after obtaining approval from the personnel affairs coordination committee comprising representatives of the school’s teachers.
 「民主的」の意味を履き違えていると言えよう。校長は教員代表でつくる調整委員会の同意を得て、校務の分担や担任を決定する、という規定さえあった。

Shying away from friction

Such internal rules are believed to have been in place since the 1970s, and can only be considered rem-nants of the days when schoolteachers’ unions engaged in bitter rivalry with those serving in school management posts.
 内規は遅くとも1970年代には設けられた。労働組合が管理職と激しく対立した時代の遺物以外の何ものでもない。

The normative consciousness of the Osaka municipal board of education also is astonishingly low.
 大阪市教育委員会の規範意識の低さにも驚くばかりだ。

Just after being appointed head of the Ikuno Ward middle school from the private sector last year, the principal clashed with its teachers when he tried to abolish the internal rules. The board of education, however, took a hands-off approach. Instead, it criticized the principal for “lacking the ability to manage the school and failing to build good human relations with the teachers.” It even considered dismissing him.
 この中学に赴任して間もない民間出身の校長は、内規の廃止を求めて教員側と対立した。その際、市教委は対応策を示さぬまま放置し、「教員との人間関係が築けず、学校運営の能力が足りない」と校長の更迭まで検討していた。

Similar bylaws concerning how to run schools have been laid down at 101 of 458 municipally operated primary, middle and high schools in Osaka city alone.
 校内人事に関する同様の内規は、大阪市だけでも、市立小中高校など458校のうち、101校で設けられている。

At schools with such rules, principals have been frequently criticized by teachers for being “dictatorial” whenever they try to exercise authority over personnel affairs and find themselves isolated. In some cases, principals probably resorted to rubber-stamping agreements on personnel affairs following illegal elections to avoid friction with teachers.
 内規のある学校では、校長が人事権を行使すると、「強権的」と教職員から批判され、孤立するケースがしばしばあるという。あつれきを恐れる校長が、違法な人事選挙を安易に追認してきた一面もあるのではないか。

These practices could eventually lead to the degradation of the quality of education.
 教育の質の低下が心配だ。

There have been cases in which the results of personnel affairs elections among teachers were reported to have been swayed by organized votes by some teachers, while assignments of competent teachers to the right positions failed to materialize, aggravating classroom problems.
人事選挙の結果が一部教員の組織票に左右されたり、適切な人材が配置されず、学級崩壊を加速させたりした例もあるという。

What schools must do in their day-to-day activities is ensure that principals display leadership in providing children with an educational environment suited to the actual situations surrounding them.
 教育現場に求められているのは、校長がリーダーシップを発揮し、子どもの状況に応じた教育環境を整えることだ。

The education ministry plans to carry out a survey across the country concerning this problem.
 文科省は全国調査の実施を表明している。

It should waste no time in determining the actual situation and rectify problems, if any, to ensure that appointments at schools are carried out properly.
実態把握を急ぎ、適切な人事配置が行われるよう、是正を進めてもらいたい。
