Halting battles between the Ukrainian military and Kremlin-backed separatists was a step forward, but Russia’s military intervention in Ukraine must be stopped to ensure a sustainable ceasefire.
　戦闘の停止は一歩前進だが、持続的な停戦にはロシアの軍事介入を排除することが肝心だ。

The Ukrainian military and the armed separatists, who have for months engaged in battles in eastern Ukraine, finally agreed to a ceasefire Friday, but the situation is fluid at best as sporadic fighting has since been reported.
　ウクライナ東部で戦闘を続けてきた政府軍と親ロシア派武装集団が、ようやく停戦に合意した。
　ただ、散発的な軍事衝突も伝えられ、情勢は流動的である。

Since the start of the fighting in April, more than 2,000 people have been killed. The Ukraine military suddenly found itself at a disadvantage around late August when Russian soldiers were discovered in Ukraine giving support to the separatists.
　４月以来の戦闘で、２０００人以上が死亡した。８月下旬、武装集団を支援するロシア軍がウクライナに侵入した頃から、政府軍は一気に劣勢に立たされた。

As it would be difficult for his military to place the eastern part of the country under its control, Ukrainian President Petro Poroshenko was forced to agree to a ceasefire. Russia, on the other hand, apparently wanted to avoid widening the schism with the United States and European nations.
　政府軍が東部を軍事的に制圧するのは困難な状況にある。ポロシェンコ大統領には、停戦以外の選択肢はなかった。ロシア側にも、欧米との対立の深刻化を回避したい思惑があったと見られる。

The military and the armed rebels should refrain from taking military actions and cooperate with the international team trying to investigate the downing of a Malaysian airliner, whose mission has been suspended due to fighting.
　政府軍と武装集団は、軍事行動の自制を続けるべきだ。中断している国際調査団によるマレーシア航空機撃墜の真相究明作業にも、協力しなければならない。

Whether the ceasefire will hold hinges on the outcome of talks between the Ukraine government and the rebels.
　停戦維持の可否は、政府と武装集団の協議にかかっている。

Poroshenko is reportedly set to approve a decentralization plan to allow the official use of the Russian language and partial liberalization of economic activities in two eastern provinces. The separatists, on the other hand, are demanding a “special status” regarding sovereignty, including the authority to create their own military and appoint prosecutors and judges on their own. A huge gap, therefore, remains between the two camps.
　大統領は、ロシア語の使用や経済活動の一部自由化を東部２州に認める「地方分権」に応じる構えだ。だが、武装集団は、独自軍の創設や検事・裁判官の任命など、主権に関わる「特別の地位」を求めている。隔たりは大きい。

Ceasefire accord defective

The latest ceasefire accord is defective in that it does not mention the withdrawal of thousands of Russian troops from eastern Ukraine. Russia and the rebels are apparently aiming at maintaining their militaristic advantage in the east and eventually placing the area under Russia’s sphere of influence.
　問題なのは、今回の停戦合意が、ロシア軍兵数千人のウクライナ東部からの撤収について、一切触れていないことである。
　ロシアと武装集団は、東部での軍事的優位を固定化し、将来的にはロシアの勢力圏内に収めることを狙っているようだ。

It is essential to ensure the withdrawal of Russian troops and end Russia’s provision of arms to the rebels to maintain the integrity of Ukrainian sovereignty and territory. The United States and European nations must keep the pressure on the administration of Russian President Vladimir Putin through strengthened sanctions.
　ウクライナの主権と領土の一体性を守るには、ロシア軍兵の撤収と武装集団への武器供与の停止が急務だ。欧米は、対露制裁の強化などにより、プーチン政権に圧力をかけ続ける必要がある。

And if Ukraine wants to prevent Russian troops from freely entering its territory, it must beef up its border control.
　ロシア軍などが自由に越境できないように、国境管理を強化することも欠かせない。

Last week’s summit meeting in Newport, Wales, of the North Atlantic Treaty Organization agreed to provide €15 million (about ¥2 billion) in aid to modernize the Ukrainian armed forces. The leaders also agreed to create a rapid-reaction force comprising thousands of troops to defend NATO member countries.
　北大西洋条約機構（ＮＡＴＯ）は英国での首脳会議で、ウクライナ軍の近代化に向けて１５００万ユーロ（約２０億円）の援助を決めた。ＮＡＴＯ加盟国を防衛する数千人の即応部隊創設でも合意した。

The measures are aimed at responding to the increased menace from Russia. It is only natural for NATO to continue its support for a struggling Ukraine.
　ロシアの脅威の増大に対応する措置で、窮地にあるウクライナを継続して支援するのは当然だ。

Russia’s intervention in Ukraine is believed in part to have been a backlash from Moscow against NATO’s eastward expansion.
　ロシアのウクライナ介入は、長年のＮＡＴＯの東方拡大に対する反発が一因だとされる。

But changing the status quo on the strength of its military might will never be condoned. The international community should unite to deal with the Ukraine situation.
　しかし、軍事力を背景にした現状変更は、到底容認できない。
　国際社会は、ウクライナ情勢に一致結束して対応すべきだ。
