中間貯蔵施設 復興の加速へ課題はまだ多い

The government has passed a critical juncture in accelerating decontamination work in Fukushima Prefecture and promoting its post-disaster reconstruction. Yet many challenges still remain.
 福島の除染の加速、ひいては復興の促進へ、一つのヤマを越えたが、課題はまだ多い。

Fukushima Gov. Yuhei Sato informed the central government Monday of his decision to accept a government plan to build interim facilities in the prefecture. The facilities are to be built for long-term storage of soil tainted with radioactive substances from the disaster-struck Fukushima No. 1 nuclear power plant.
 福島県の佐藤雄平知事が、中間貯蔵施設の建設を受け入れる意向を政府に表明した。東京電力福島第一原子力発電所の事故で生じた汚染土などを一括して長期保管する施設だ。

Tainted soil left over from decontamination work remains temporarily stored at over 50,000 locations within the prefecture, most of it piled up on the premises of private houses, public schools and other places. Though there is need for decontamination work to be accelerated, securing locations to accommodate the contaminated soil has become an ever more difficult task.
 除染作業ではぎ取った汚染土は、福島県内の5万か所以上に仮置きされ、滞留している。多くが、民家や学校などの敷地内に積まれたままの状態だ。除染を進めようにも、汚染土の置き場所の確保が困難になっている。

The interim storage facilities, to be built on a 16-square-kilometer site, are designed to store an amount of contaminated soil large enough to fill the Tokyo Dome about 20 times. The facilities are deemed essential in accelerating the decontamination work.
 16平方キロ・メートルに及ぶ中間貯蔵施設は、東京ドーム約20杯分の汚染土を保管できる。除染を加速させる上で、不可欠な施設である。

In the prefecture, where people have a strong sense of frustration over delays in the post-disaster reconstruction, there are rising calls for the interim storage facilities to be built as soon as possible. It can be said that the governor had no choice but to accept the construction plan.
 復興の遅れへの不満が強い福島県内では、中間貯蔵施設の早期建設を求める声が高まっている。知事には、建設受け入れしか選択肢はなかったとも言える。

On the other hand, the facilities to be built at a site straddling the two towns of Okuma and Futaba must be a nuisance to the two as well. In the two towns that host the crippled plant, where radiation levels still remain high, there are no prospects for local evacuees to return to their homes.
 一方で、建設地となる大熊、双葉両町にとっては、迷惑施設であることは間違いない。福島第一原発を抱える両町では、放射線量が依然として高く、避難住民が帰還できるメドは立たない。

Strong local worries

Approving construction of the facilities in their areas must have been a bitter decision for the two towns to make, in the light of the need to promote reconstruction across the entire prefecture.
 両町が建設を容認したのは、福島県全体の再建を考慮した苦渋の判断だったと言えよう。

The storage period at the facilities is set at a maximum of 30 years. But locals worry that the facilities could end up being a final disposal site where the soil will be stored permanently. The government will therefore have relevant laws stipulating that contaminated soil is to be moved out of the prefecture within 30 years and ultimately disposed of elsewhere.
 中間貯蔵施設での保管期間は、最長30年間だが、地元には、永続的に貯蔵する最終処分場になるのではないかという懸念がある。政府は、30年以内に県外へ汚染土などを運び出し、最終処分することを関連法に明記する。

The government has come to assume heavy responsibility for the selection of the final disposal site as well.
 政府は、最終処分場の選定にも重い責任を負った。

There are more than just a few local residents who do not want to relinquish their ancestral land. The government replaced its previous policy of nationalizing all plots of land needed for the interim facilities with one that also adopts a formula of utilizing them for the storage facility site while leaving the ownership of landowners intact, if necessary.
 先祖伝来の土地を手放したくないという住民も少なくない。政府は用地のすべてを国有化する方針を転換し、地権者に所有権を残したまま、貯蔵施設として利用する方式も採り入れることにした。

As a measure to help local residents rebuild their daily lives and to help reinvigorate local economies, the central government will allocate an additional ¥301 billion in funding, including a grant in connection with the construction of the interim storage facilities and another for the post-disaster reconstruction of the prefecture.
 住民の生活再建や地域振興の支援策としては、中間貯蔵施設交付金や福島復興交付金など、新たに計3010億円を支給する。

These measures are taken by paying maximum consideration to the desires of local municipalities.
 一連の対応は、地元の要望に最大限に配慮したものだ。

With a Cabinet reshuffle expected Wednesday, the government intends to set a process in motion to build the facilities under the current oversight. The prefecture’s decision was delayed to the very limit, largely because talks between the central and local governments ground to a halt after Environment Minister Nobuteru Ishihara, the minister in charge of the issue, made a remark in June implying that negotiations with candidate municipalities for the facilities would be resolved “with money.”
 3日の内閣改造を前に、政府には、現体制で建設に道筋をつけたいという思惑があった。ぎりぎりまでずれ込んだのは、政府側責任者である石原環境相が6月、「最後は金目でしょ」と発言し、協議を停滞させた影響が大きい。

Aiming to start shipments of contaminated soil to the facilities next January, the government will begin negotiations with local landowners, said to total 2,000 to 3,000 people. To win understanding and consent from the landowners, the government needs to carefully explain the importance of the facilities.
 政府は、来年1月の搬入開始を目指し、2000~3000人とされる地権者との交渉に入る。施設の重要性を丁寧に説明し、理解を得る必要がある。
