児童虐待防止 妊娠期から切れ目ない支援を

Cases of child abuse are continuing unabated. Systems that can prevent or detect and deal with child abuse at an early stage need to be put in place quickly.
 児童虐待が後を絶たない。予防と早期発見・対応へ向けた体制作りが急務である。

According to the National Police Agency, police across Japan reported to child consultation centers cases involving suspected abuse of 13,037 children from January to June this year. This is the highest figure on record for a six-month period.
 警察庁によると、今年上半期に、児童虐待を受けた恐れがあるとして、全国の警察が児童相談所に通告した子供は1万3037人に上った。半年間の通告数では最も多かった。

In fiscal 2012, 51 children died after being abused, according to a Health, Labor and Welfare Ministry report. Of these children, 63 percent died due to physical abuse, and 28 percent due to parental neglect. In 75 percent of these cases, the biological mother was the abuser.
 厚生労働省のまとめでは、2012年度に虐待を受けて死亡した子供は51人に上っている。原因は、身体的虐待が63%、育児放棄(ネグレクト)が28%で、加害者の75%は実母だ。

One especially eye-catching statistic was the fact that more than 40 percent of the children who died due to abuse were still in their first year. About half of these infants were less than 1 month old.
 着目すべきは、亡くなった子供の4割以上を0歳児が占めている点だ。その半数は生後1か月未満の新生児だった。

A review by a panel of experts established by the ministry found that 70 percent of the infants who died due to abuse had been “unwanted pregnancies.” Noticeably, many of these mothers had not received maternity or child health record notebooks from their local municipal governments, and many had not received regular checkups while they were pregnant.
 厚労省の専門委員会が検証したところ、これまでに新生児が犠牲になった事例の7割が「望まない妊娠」を背景にしていた。母子手帳をもらわず、妊婦健診も受診していない母親が目立つ。

When a pregnant woman who is alone is afflicted by worries and gives birth, it can lead to tragedy. The expert panel called, with good reason, for a stepped-up consultation and support system to be available to women right from when they find out they are pregnant.
 妊婦が1人で悩みを抱えながら出産に至り、悲劇を招いたことがうかがえる。専門委員会が、妊娠期からの相談・支援体制の充実を求めたのは、もっともだ。

The city of Nabari, Mie Prefecture, has introduced a system in which counseling about pregnancy, childbirth and child-rearing is unified, and specialist staff can provide support to women who need it.
 三重県名張市は、妊娠・出産・育児の相談窓口を一本化し、専門職員が対応して必要な支援につなぐ制度を導入している。

The city government of Urayasu, Chiba Prefecture, will soon start compiling support plans for women raising children, and public health nurses and other professionals will be continually available to personally talk with mothers and mothers-to-be.
千葉県浦安市は、妊娠期から継続的に保健師などが面談し、子育ての支援プランを作る事業を近く始める。

Sharing info crucial

All of these initiatives form part of the ministry’s model project for creating a seamless system that supports mothers, beginning with prenatal care.
 いずれも、出産前からの切れ目のない支援体制作りへ向けた厚労省のモデル事業の一環だ。

Such support tailored for mothers and children will not only prevent the fatal abuse of infants, but also help prevent abuse triggered by financial anxieties and exhaustion from raising children. We hope such efforts will be implemented in more areas.
 親子に寄り添ったサポートは、新生児の虐待死だけでなく、育児疲れや経済的な不安を背景とした虐待の予防にもつながろう。こうした取り組みを広げたい。

In this regard, it is essential that pregnant women be told where counseling services are available so they easily know where they can go to discuss problems. City, town and village governments will also need to work closely with obstetricians and others so households in need of support are identified.
 その際、重要なのは、悩みを抱える妊婦が相談しやすいよう、窓口の周知を図ることだ。市町村が産科医などと連携し、支援を要する家庭を把握する必要もある。

Preventing child abuse will require stronger cooperation between medical institutions, day care centers for children, schools and other facilities involved in taking care of children. In many cases, child consultation centers and local governments have been aware that a household was having problems, but insufficiently close cooperation has meant a death due to abuse could not be prevented.
 虐待防止には、医療機関や保育所、学校を含めた関係機関の連携強化も欠かせない。児童相談所や市町村が問題を把握しながら、連携が不十分で、虐待死を防げなかった事例が少なくない。

It is also problematic that information about child abuse and children whose whereabouts are unknown is not being shared between municipal governments. When families with a risk of abuse frequently move to a new address, support for them can be interrupted. This has resulted in cases snowballing into more serious situations. These governments need to discern how such information can be shared quickly and efficiently.
 児童虐待や所在不明児に関する情報が、自治体間で共有されていないことも問題だ。虐待リスクのある家庭が転居を繰り返すうちに支援が途切れ、深刻な事態を招いたケースがある。情報共有のあり方を工夫する必要があろう。

The Child Abuse Prevention Law obligates anyone who notices a child has been abused to report it to a child consultation center or some other bodies that can help. It is vital that the whole of society watches over its children.
 児童虐待防止法は、虐待に気づいた人に児童相談所などへの通告を義務づけている。社会全体で子供を見守ることが大切だ。
